Is there a way to have one forum's posts "stickied" or stuck to the top, and other news forum's posts get displayed beneath it in the portal?
(Or, is this something I need to discuss on the dev forum.)

I'm not sure I understand, are you wanting to have it so that there are Permanent "Topped" stories on the portal? If so, you'd have to seek a modification at UBBDev for the time being as this ability ins't in the stock code (and I don't believe that a modification currently exists for this)

Yes, that's what I'm looking for. Ideally, if the topic is stickied, and is in one of the selected news forums, the post appears that way on the portal page.

I've been trying to think of how this would work... I'm thinking that you could get it if say you where to order by if it's stickied or not and it should show stickied items at the top; but they'd still scroll off normally once so many items have been posted to the portal itself...
