The idea allows the administrator to select weather an avatar can be selected by the general public. They would be uploaded and marked as moderator or admin access only items.
Also it would be nice to identify each graphic loaded by extension.. .jpg, .gif, .png etc so you know how to use them without further investigation when scripting.

this whole section needs expanding (like smilies does)
We need to have the option of categories, so sites with a large number of avatars can sub-divide them up. For me I would like a section that just contained football club badges (and which enabled me to sort them in any order (maybe alphabetically, maybe by league), other avatars would then be in a separate section.
A similar set up could apply to smilies - for example christmas ones could be hidden or in a sub-section out of season.
