Using 7.2b5 I submitted a test post, worked great, deleted post, now I don't have an option to post a new image here

I'm actually showing a database error when visiting the link, if your loging your mysql errors, you can look in the logging directory for the error. Or you can directly edit the libs/mysql.inc.php file and you'll find a $showerror variable in there. Change that to 1 and it should show the actual error.

It looks like maybe a language file wasn't updated. Next to the "Forum Options" dropdown I see the little icon which you can click on, but the text for New Image is missing.

I'm not sure what's going on there. It's basically just a language file string that it loads along with the template. Might need a support ticket so I can see exactly what's going on.
