I have had no problems per V7.2 in uploading files when posting or editing a post.
First time doing so after V7.2 was upgraded from V7.1b5 and when selecting a file to upload in a new post the mouse pointer is a hourglass and never completes and I see no disk IO. Clicking "done adding files" closes the window but no file ever uploaded.
Image being uploaded is only 233 Kbytes which is below the 350K limit set.
Reason, something change during upgrade to V7.2 ?

Went back 10 minutes later and tried again and this time it worked, why do not know but the upload file manager never stops or ceases when a file has not completed upload and leaves end user in that window with hourglass showing

Have not experienced that here on UBB. Perhaps the host your on is overloaded and server response time is slow. Are other actions on the board slow? Maybe the script is timing out..

A lot of webhosts "oversell" their webspace, and pack the server so badly that popular sites rape the server for everyone else; it's known to happen at a lot more places than you'd think... Maximizing profits while holding off future costs... It's why I like VPS' and Dedicated servers; guaranteed resources ...

I can understand if the host is overloaded but the point is the file manager never times out or errors out and leaves that upload window open and end user not knowing how to get out of it
I waited several minutes and file being uploaded never completed and had to force upload window to close.

Because often a script has not way of knowing the legs were pulled out from under it and you don't want to always run your own timing routines or you'll be chasing your own tail.
Same thing happens on Java scripts that time out on a server that has nothing to do with UBB
