By blacklist do you mean banning? If so, then yes. You can ban by IP, by email address/domain or individual users. Both IP and email banning is on the Member Management Page -> Ban Lists Tab.

No I mean where a user can block another user's posts and PM's so they h/she cannot see/receive them.

Oh another question regarding this. Is there a way for admin to disable this feature for users? I want users to be able to access this feature when they reach a certain 'level' only as a reward system.

Hehe. Yes well there is a history to my method of madness concept. On a forum that I belong to people rub their hands in a power tripping glee at being able to use this function. They call it the Green Dot (ASPplayground). They make a point of telling people that they have been green-dotted. I call these users 'scroll-challenged' myself but then again I always love a good trainwreck and don't like to miss a thing. As for PM's, just hit delete?! Anyways in my forum, users will move up in status with number of posts and time. Rewards will be acquired and this will be one of them. So the idea is to be able to disable this function for newbies. Is this an option available?

Hmm, I do enjoy a good trainwreck... As for disabling this function, I doubt you'll ever see it in the stock code, though a mod over @ ubbdev is a possibility

yes, you can 'ignore this user' view profile + ignore this user there seems to be an issue with this in 7.2.1. sometimes "ignore this user" does not consistently appear in the profile, for no consistent reason that i can see.
