When a user clicks the "report post" icon, an email is generated, but it has no addressee. The "To:" field is blank. I AM made aware of the email, because I get the rejected email from the email server.

How do I change to setting to indicate where the notification should go?

It sounds like it's trying to send to a moderator that doesn't actually have an email address. Check all of your admin and moderator profiles and make sure they all have a Real Email address.
