How do I lock a forum, but still have it show on the forum list?

A forum? edit permissions to be "Read Only" in forum permissions in the cp

No it will appear normal.
Members will not be permitted to post.
They will get a permissions notice when they try.
Just add the words "Read only Forum" to the Description
for the main index page, should slow the whys?

is there away to show a "locked" icon, so that they know right off the bat that they can't post in the forum?

You can simply use the image html tag to display an image in the description...

Or use the Forum Image Option in the Control Panel That way you can have a really big lock
