Anything you like  All functions are selectable from the control panel as to what facilities you give to each group. They are after all just groups like any other group. usually global mods can moderate any forum that they can see.

Admins have full control over the board, full CP access. Global Mods are moderators of all forums. Moderators can manage their forum, delete topics, edit them, etc.
You can allow mods or global mods CP access via the permission system in 7.3 or moderator settings in pre7.3

matter of fact those groups are just starting points -- so, you could technically make your own 'admin' group and they are the only group with CP permissions and then take that control away from the ubbt defined admins.. same for moderators and the new global dudes. we are slowly weaning ourselves from the USER_MEMBERSHIP_LEVEL field and going to a truly group based system.. Ian's answer addresses that by implying that it's really a potpourri now.. and he's correct
