Does this Status Receive similar Admin e-mails
what I'm curious about is do they receive Notify
e-mails like admin.
1) In forums with moderators?
2) In forums with out?

I do not believe they do.
However as with any other level or group, I always recommend becoming a member with such priviledges and seeing.
Perhaps create a dummy member, give him global mod permissions and then become him and see what happens and what rights he has.
