Is it possible to create a group of users to have access to just a couple of forums and be prevented from posting in the shout box?

Viewing the shout box would be ok but I'd like to restrict a new group of users to posting in say 1 or 2 forums but not be able to post in the shout box.

I also want to deny that new group from accessing other forums but other groups could (who have full access) could use all forums as normal, even the ones limited to the new restricted group.

Yes, that's an option since 7.3 - you can set pretty much unlimited permissions on any/all groups.
