Sometimes at random points throughout the day, my boards run slow and/or freeze for minutes. Sometimes when I go through these boards here, it lags for me as well. I was wondering if I was the only one who was going through this, or if this was an issue that was being worked on that I missed?

One good thing to check is the page generation time at the bottom of the screen. If both numbers are low, then more than likely it's some type of network lag your experiencing. If one of the numbers are high then it's on the server side.

both numbers are low, always less than 0.0 actually.

example: while getting onto this forum (ubbcentral), i counted roughly 21 seconds, and the numbers below show this

"Generated in 0.036 seconds in which 0.005 seconds were spent on a total of 14 queries. Zlib compression enabled"

if it is a network issue, how do i go about fixing it? several of my members have mentioned it to me.

if needed, www.hiphoppoetry.com/221 is my link

I just tried your site and the report was

Generated in 0.012 seconds in which 0.002 seconds were spent on a total of 5 queries.
Looks good to me,
What Rick is referring to is not a problem with your host provider where your board is located at but your ISP you use to browse the web. If you try a ping or tracert test you will see that sometimes it is quite slow or very fast. This has nothing to do with your hosts server sometimes but just how fast your personal connection is.
So when you open your browser and type www.yourforum.com you send a request for info. The host server builds the page and then downloads it back to your browser. If the host is fine which it sounds like it is but your connection is slow it is going to take a while before your browser receives the info and builds the page.
If that is indeed the case then you would need to call the internet provider at your home to see if there are issues.
Also if you trace or ping you will notice that it not only hops from your provider to your web host but it may go through several other connections before it gets there. Anyone of those other connections could be the problem also.

If it is happening to many members in different locations, it could be a problem at your data center where your board is physically located. I've had a couple of different issues in the past. First was when I was on a VPS. In that case I was sharing a server with many other web sites, and if one of those sites was bogging down the server, it affected mine. I eventually went to a dedicated server (leased) for that very reason. But even with the dedicated server, there have been times when a router box at the data center had problems and caused slow load times.
