Public Calendar permissions can be set according to a group in the site permissions table.

However, I would like to be able to do the same with private calendar. I would like to use the private calendar as a subscription bonus item to those who subscribe at a certain level.

Is this possible and if so, how.

Is there a way to have separate permissions for Public and Personal Calendar ?

I don't think so.
You can set permissions by group who can add events. But a user still can post to a private calendar.
