The Shout Box scrolls to the top immediately when the first message is posted. This requires the user to manually scroll up to see the 1st 2 lines of the post. The size is the default setting located on the right side.

Is there a way to set this so the Shout Box doesn't start scrolling until the box is full?

I have always noticed this behavior.
Even if it is just one entry in the shout box you have to scroll up to view it.
I just have never brought it up before. I guess once the shout box gets active it is of little concern to most people

In my opinion it is a format bug.
