Update:
Guest can't use the shoutbox
Not in the Forum + exterm-
permissions both 1 (see/use)
NEW:
Nicknames with Umlaute like Ü Ö ... stoppt the output

I was just trying this myself but not as a external island.
As a guest on ver 7.4.2
Permission setting for guests
Can see shout box=0
No display (Okay)
Can see shout box=1
Can see display(Okay)
All okay so far. But here is the rub.
Can use shout box=0
Get a pop up message denied(Okay)
can use shout box=1
When you try to post you get a message sending.
But the shout does not appear in the island.(Not Okay)

It needs to be noted in the control panel that currently the shoutbox isn't available in an external island due to the javascript that it relies on. So at this time, it's only available inside the forum.

I thought that was going to be the answer.
But what about Guests can't use the shout box inside the forum.
Even if permissions are set to "can see shout box" and "can use shout box"?

That needs to be noted as well. Guests just can't use the shoutbox period as it's not written to support it.
