I just installed the board and have one forum up, but there is no post button to post a new topic

It is UBB.threads™ 7.5.3

You have to go to the forum permissions in the control panel.
cp>>forum permissions
Can create new topics
When you expand that field you will see each member groups permissions.
Assuming you are the admin. You would want to enter a 1 in the Administrators row.
While you are there you need to explore all the settings

The first time setting permissions can get overwhelming but if you set up one with the defaults you want you can copy them to the other forums.
Don't forget you will also have site and CP permissions.
And you need to set them all by groups not users. So if you want special permissions to a few people you will need to put them in a special group and give the group what permissions you want.

For the islands goto Documentation Section That will give you a start.

If you are asking how to enable UBBCODE for posting that is in the permissions section of the control panel.
Control Panel » Group Management » Forum Permissions
Can post using Markup/UBBCode
Add a 1 to each forum you wish.
