Should I ask this question here, on the ubbdev forum, or the ubbskins forum?
I have an old CSS that I want to use as a template, but much more needs to be added to it
I tried it out of curiosity but many parts are now blank, like drop down menus.
So I would have to add more to it

I think you answered your own question. Start with a style and modify it. If you have a css file that kinda sorta works already add in the missing properties. Unless it was designed for ubb7.x there will be many properties that don't match up due to naming conventions. Many properties have a copy link while in the style editor. You could try them, it will try to fill in some default settings then go back and tweak them once you figure out what is affected by the property.

Web editor and EditPlus once I have a useful base thanks bro I was about to ask, when I downloaded your sunny_dropshadow skin, it was just a .txt file But when I installed it, I saw a .css file in there I don't understand Where did the .css file come from only a .txt file?

The txt file is a exported style from ubb. When you import the txt file from the ubb style editor it converts it back to a css file formatted for UBB plus any wrappers paths etc. That is why you just can't use any old css file and think it will work. First it needs to have the properties that ubb is looking for.
