I had turned it off to discourage people from using the shoutbox for support questions instead of asking on the forums.

set a minimum number of posts before being able to use the shout box?

I had turned it off to discourage people from using the shoutbox for support questions instead of asking on the forums. So how do potential customers get to try out the forums features if you disable them?  I suppose you could have just removed the shoutbox and left the other islands there to give people some idea of the features available.
