Typical. About a week after I upgraded to 7.5.3 there's a new release. And I thought I'd be safe until 8.0. =)

Do we need to install 7.5.4 and then 7.5.4.1 or just install 7.5.4.1 and skip 7.5.4 (if we are not already at 7.5.4)?

You can go straight to 7.5.4.1.

You can almost always jump to the latest point releases. So as long as you're running 7.5.x you can jump up to 7.5.x.x

The UPGRADE_CHANGES.txt file only goes up to 7.5.4. Are there any additional files that need to be uploaded other than those listed for 7.5.4 or was there just amendments to these files listed for 7.5.4.1?

Just amendments. The 2 files that were changed in 7.5.4.1, were also changed in 7.5.4.

You can upgrade from any version within v7.x directly; the only versions you need to upgrade to a previous release would be v6-v7

Yep, you can follow those instructions for all 7.x upgrades. Any special instructions will be noted in the announcement and when you load up the first page of the upgrade script.
