How do I get images that have been attached to a post to display instead of having a link to download the photo?

You need to alter the size limit.

CP > Display Options > General > Primary (tab) > expand Topic Display Options > Max Size for inline uploaded images.

If an image is attached to the post, if it is smaller than the specified size (in bytes) it will be displayed in the post.
