New users when they register by default:
USER_ACCEPT_ADMIN_EMAILS='Off' USER_NOTIFY_ON_PM='no' USER_EMAIL_WATCHLISTS='0'
Just unless they actually set them to on, they are off. Only accept PMs are set to on.
Basically they should be on by default unless turned off. Not everyone registering checks the settings carefully, just put in the minimum required info and go.
I found that all new members complained they were not getting notifications on PMs and Topics and this was the cause.
I now have cron changing this in mysql, but a better approach is these are set on by default.
Its annoying when users get no PM email notifications or notifications of subscribed topics. It should be on by default and they turn it off manually.

I agree with you 100 percent. But I do know that if you set some registration fields as optional they will become true when submitted. Even if the user skips those fields.

That is why I think it's a bug. You should receive any and all notifications / notices unless you specify not.

I could be wrong, but legally I dont think you can just send by default, think the end user needs to ask for email subscriptions.

No that is not correct. Every single borad I join its always on and you tick it off.
Every single user that registers complains to me about this. They also join other boards, its purely a ubbthreads issue.
The issue is its set to off by default, it should be on.
Also it complies as there is notification in the email telling you how to remove and after all the user just completed their subscription, batted through a email check as well as captcha.
It really is a bug and most annoying. Not every user clearly goes through the profile and by the default being off leaves it off as they did not understand.
Just any notification should be on and let them choose off.
As I said I have got around this my cron turning them all on but you should not have too.

IMO it's not a bug, and I for one hope opt-in remains the default.

I agree, I think opt-in should be default...
Better yet, I think we should have a "defaults" section of the cp that lets you see what the user sees when they're registering, and lets you choose what you want ticked or filled in by default; whatever shows in the CP Profile Defaults will show on the new registration screen
