In 7.2.2, I "sort of" did it with the "User Flood Check" under the individual's permissions, although not to the extent of two per month. This overrides the global setting. Try setting it for 1,296,000 seconds, which is 15 days.
IF that's still available in 7.5.5! If it isn't, then just ignore me.
