Where is the setting that controls URL length in PMs?

I'm noticing longer URLs get shortened to non-working links in PMs. I'm not having the same issue with URLs that are posted in regular threads.

there is no setting to control it

it is all processed thru bbcode.inc.php

and really the url shortener should only shorten the visible part of the link and not the link itself
