I've refined our forum title, descrptn, section title, keywords, etc.
Now i'm seeing our old title listed in search engines instead of the newer refined one. I have no idea how they're still getting this old title. This old title still shows after i've resubmitted our URL to engines a coulple of times.
Is it that i just have to wait? it takes time and resubmitting url doesn't take immediate effect?
Or is there a title listed some place in the software that i'm overlooking?

Takes time grasshopper. It does not happen overnight on its own.
Unless you want to take a exorbitant amount of money,time and energy submitting to all of the search engines. And still it may be somewhat quicker but it still takes a while.
I guess it really is, what are you looking at that you expect changed.
For starters you can goto google and setup a account that gives you webmaster tools. One setting is crawl rate. Of course if you set it high it will mean your bandwidth goes up.

Of course if you set it high it will mean your bandwidth goes up. Interesting. Unfortunately there's a bit of a security issue with our owner giving me access to the account. He can't give it to me for our forum section without giving it to me for his entire website -- roughly 16 years of hard labor. And i'm not about to complain about that.

You can have more than one owner defined in the webmaster tools, just FYI; use the "file based authentication" method of validating yourself.
