I have a few sections that I want to change. When a members posts a topic I want that topic to be locked so that the originator can't "bump" it to the top, and no other member can reply and bump it to the top.

Or just make it so that no one can reply to bump the topic to the top.

can it be done, or a hack be done?

Well kinda.
Since the permission to reply to a topic is really by group per forum.
For example looking at one:
Control Panel ยป Forum Permissions
Can reply to existing topics
Administrators 1
GlobalModerators 1
Moderators 1
Users 0
Guests 0

So that means guest and users can't make a reply.
But admins and moderators can.
