As the admin can I delete cookies on all users if I think something isn't displaying right? Or is it just user by user? My avatars weren't displaying in the posts so I deleted my cookies and they popped right back up. I just don't want this to happen to my users because some won't know what to do.

Cookies are stored on the users machine. So the answer is no.

Well, there is a setting to set time to expire cookies after x amount of seconds. The avatar issue of not being displayed is a browser cache issue. Only the user can clear their cache.

Yes and there is a way to change the cookie path. But both methods will break cookies for all members ,not a select few. So they would need to login again. After the change.
