Simple answer is you have been blacklisted.
If your ip is 209.237.134.231
http://ip-address-lookup-v4.com/ip/209.237.134.231
Not so simple to get off the black list.

This is one reason why I use a dedicated ip even on a shared hosting plan.

I had very many issues with this in the beginning days using classic and corporate firewalls.
Since the members were all county, city employees.
Found out that shared IP's gets you grouped with all others on your host. Such as spammers.adult sites, etc.
So they would be blocked from access as well as the emails.
Took an extremely long time to get them resolved dealing with one city after another and still have some that pop up on occasion.

But the dedicated ip helps.

In this case not so sure but it may be the email server config.

Ask them if they offer.
They usually are like a dollar per month.
Most times they don't show it on a shared hosting plan.
But if they offer eCommerce then they usually do.
Because you need it most times for payments.

But I still would research on the reason for blacklisting.

As you understand i'm a novice about this subject and living in Sweden it's cost a bit to call to US and discuss the matter with web.com.
How would you do to research is it web.com i'll need to go after?

I would start with the link in the returned email http://mail.live.com/mail/troubleshooting.aspx#errors.)
read it and forward the error notes for 550 SC-001 to the host.
Then I would start looking at say the link I provided
http://ip-address-lookup-v4.com/ip/209.237.134.231
and start with.
http://IP.v4BL.org
Which is showing a result as listed on that page.
The sooner the better.
The lists are like dns servers once they start populating it gets everywhere.

It is going to take a lot of homework on your side, even with the best of hosts.

I understand.
This situation is like sitting in your car at a traffic light and someone runs into you.
Next thing you know you are dealing with the police,Then the insurance company, Then the repair shop for estimates, etc.
And it was not even your fault.

At least the host has admitted to the issues.
I can only assume that somebody caused the problem that is sharing a ip with all the others.
They probably will be dropped if they can figure out who it is.

Aye but if you use it as a phone call, the cost is nominal compared to using a landline or mobile phone wink .
