How can i make a "site links" window like the one in the top left of this forum?

Is it a custom island?

When looking to make a custom island i see the following:

"Warning: Invalid PHP code that has syntax errors can result in breaking the entire portal."

And after reading the that warning i decided that i would NOT attempt this.
