It depends... Do you TRUST EVERYONE to have upload privleges?
Here's how I run my board.
1. The primary part of the Board is open to the PUBLIC. 2. I have a special GROUP for selected "members". 3. I have some Forums which are only open and viewable by "members". 4. I have a couple of Gallery Forums open to "members". 5. Any "member" can upload 3 photos at a time to a Gallery. 6. All photos in the "members" forums can be "linked" to in any of the public forums -- therefore viewable by all.
This may seem like a a lot of work, but it serves TWO purposes very well - by allowing open forums for the public, and "members" forum for 'approved' people with full photo upload permissions.
---Maybe I overly complicated my response to you. Sorry. The answer to your question was "YES"... if you create a GALLERY forum, then you can give upload privleges to whomever you want to .

First it is called file manager in the options section when posting. Couple of items to do. First is enable file attachments create a folder where you want the files uploaded to, then goto cp>feature settings-attachments
You will need to enter both paths you can get a hint from the paths&urls section add file types allowed and also use the test link for your paths.
Then goto cp>display options General-primary[-]topic display options Max Size for inline uploaded images If an image is attached to the post, if it is smaller than the specified size (in bytes) it will be displayed in the post.
Enter a value in bytes
Then goto forum permissions and set the two items Total # of file attachments Maximum size of file attachments for each group and forum you desire remember the size is entered in bytes.
One last item would be for scaling the display size. cp>feature settings Max width for images used in posts? Specified in px. Uses browser scaling. Leave blank to disable.

Just think of it as you are enabling users to upload files. So you limit them to how many files and how big they are to upload. Then by what file types they can upload. Then you have a option to say if the file is smaller that x bytes show the file instead of a link. Then the last part is if the image is say stretched out because it is so big causing scrolling on the page you can limit how big the display is. Then also permissions limit how many bytes are allowed to upload. Once it it done them there are less settings to change to tweak it.
