What is the max the server load should be in the CP?

that's like asking 'how big is a ball of string?' it's relative high server load is fine, if the server is setup properly to handle things. and on the other end.. a server with a low load, but not setup right can suck...

Example; my VPS shows "2.48" whereas UBBDev (hosted elsewhere) shows "0"; both are up and running fine...

mine runs often at .15 or less.. so it is safe to expand? quad processer 8 gigs or ram.

Not really no; I've seen load as high as 2... Take a look at this article.

12 would only be acceptable if there where more than 13 processors (or cores) on the machine... lol; and even then, dang...
