Because we are on a shared server we keep getting stuck on spam lists and getting bounced emails. Is there a way to configure a external mail server to something that won't get listed on the spam lists?

I have a guide Google Apps and UBB.Threads which walks one through configuring the UBB to route through an SMTP server.

Ok would I need to change anything in dns to make our domain(s) use google for all our email? Our host keeps trying to get us off the SBL but for some reason the server keeps getting blocked. I know it is their problem but I just don't have time to keep worrying about it. I know it is not our system / site that is causing it. Welcome to shared servers....

You shouldn't have to, it's a 3rd party SMTP server...
Always request a dedicated IP for "ssl", they have to assign you one since it's the only way SSL will work; then you just have to gallivant around block lists getting it removed (I just had to do this for a client actually).
