Not sure of the line number because it used to be line 66.
But this error is usually caused by not having a defined Image library program in the ubb control panel.
There are several placed to declare either GD2 or imagemagick.

Couple questions:
What version UBB are you using?
Has this been working before or is this the first attempt to use the gallery?

A quick look, it appears t could be a problem with the actual upload file itself.
It could be missing a file extension.
What is the actual file, path you used.

Okay what is the complete file name as it is saved on your computer?
You also could try it out on this sites gallery.

Seems it exceeds the maximum of 1M....to big I guess. It's 2.31KBs and its 4.00 on the disk....how do I up the size? Could that be causing the problem?

Well it could be another issue not addressed yet.
But anyway you need to decide how big a file to allow by user group.
Then the entry is in bytes.

So I assume you are a admin and to allow a admin larger file sizes.

GOTO Control Panel » Group Management
scroll across to the right from administrators and click on Forum under edit permissions.
Select
Maximum size of gallery images
Note the max size in the note section which is the max size set by your host.
If this forum is a gallery forum, this setting dictates how large each image may be. Max size set in php.ini is xxM, so you may not exceed this size.

Enter a value in the gallery forum or forums in bytes.
So to allow a 1mb file the value would be 1048576

And select update.
Now if you desire to upsize other groups just do the same for them

Also while you are there another field called
Total # of gallery images
will limit the number of files they can upload at a time.

We also have some limited nfo on the WIKI at:
http://www.ubbwiki.com/wiki/view/81/gallery.html

Did all that and it's still giving the same error. Apparently my host does not have GD2 installed and I do not know if they will install it or not. Is there a way to get around this?

I just registered and tried your site
http://taphophilia.net
I don't see any posts at all in the gallery.
So I am back to you need to verify what graphics library you are using and set it correctly.
Normally GD2 is by default by your host.
So set it to that at least to start with in
Control Panel » Gallery Settings
Or you can run php info and figure out what you have.

But what does:
Control Panel » Gallery Settings
What Graphics Library do you want to use?
Have?
It should have:
Use GD2

a resize_image error usually means that an image library hasn't been selected from the CP which is a pretty easy fix of going to the graphics section and submitting the page...
