If you disable it from showing in the portal it won't be linked to from the portal... There's no real "hard off", short of opening scripts/online.inc.php and setting " "admin_only" => 0," to " "admin_only" => 1,", which would block users that aren't administrators from accessing the page entirely.

I thought there was an area in the CP to turn it off as I have done that before. For whatever reason I can't find it now. I am able to see the Who's Online under General Options but there isn't a button to shut it off. It's there somewhere as I had it off for a long long time.

Just to be clear the place to turn on or off the whosonline island is at cp-portal layout. Which is already off But if people know the url such as for this site https://www.ubbcentral.com/forums/ubbthreads.php/online it will always display It will display as a full page. just as if you clicked on the island.

Okay This was not the who is online island nor the online page but when you view forum summary it lists number of viewers next to each forum title.. It was the setting in General-who's online Who's Online Timeframe: It had a value. By blanking out this value did the trick. He does not use the who is online feature at all so it should be okay.
