No.
You could try preparing your post elsewhere (ideally as a plain text document) and then post it once you've got it completed.
Additionally, you could compile the post in a private forum and move it to the public areas once its completed.

Not currently, no.
An issue arises from a user "drafting" a message, other content will be added to a thread and the content in the drafted post could become outdated or be placed in an area that's moved away from the content the message is coming from.
Plus, this is a community forum software and isn't a word processor, users would be dedicating resources towards content which could just not ever see the light of day.
