Is there a way that a post can be added to two separate forums by an admin?

Copy and paste.

Generally one wouldn't want duplicate topics on a forum, especially with the active topics feature and email notifications as users may not pay attention to the topic

I am a Web Development Contractor, I do not work for UBBCentral. I have provided free User to User Support since the beginning of these support forums.

I agree with your reply, and see your points, however, for my site it would be an asset...Thank you for the reply, and if you think you could write a hack let me know :-)

If you want a post to appear in all forums.
That is what the announcement option is for

You could use the Forum Introduction option. It is enabled under the Custom Inserts tab of the forum editor.

Forum Introductions are a block of text that will be displayed on the postlist page above all the forum topics. Set this up for only the forums you want it displayed in. If you want it to link back to a thread, include its link in your text.
