The same #body_col > table.t_outer element causes a layout shift on forum listing pages when the table body renders at 0px height before expanding.

Observed behavior:

Initial render: { width: 0, height: 0 }
Post-load: { width: 0, height: 588 }
The outer table container has no intrinsic or reserved height before the forum listing rows are populated, causing a downward shift of ~588px.

Expected behavior:

The outer table should reserve vertical space for the forum listing content before paint.

Suggested fix:

Apply a min-height CSS rule to #body_col > table.t_outer on forum listing templates, or render a placeholder row structure server-side so the table has non-zero height immediately.
