I've noticed several transition pages that pass by too quick for the user to read. A few examples of this are the page presented after registering (with email validation / registration que enabled), also the page displayed after posting in a forum that requires post approval (telling the user the post must first be approved). In these cases, the page is present for only a second or two. There may be other instances that I haven't mentioned. These are the two that I recently encountered.

I recommend 10 or more seconds to allow the user to read the text presented.

I say that on pages that require people to see the post that it be locked on the transision page...

These would be:
Your post must be approved
Your registration is succuessful, please login
Your registration is queued

etc.

There is an option redirect time in several scripts, no admin config for it but anytime the send_redirect function is called we can specify a different time. I've changed it to 10 seconds when user or post moderation is turned on for those redirects.
