In the forum edit screen you can set this permission

Now that you've turned it on, it'll only apply to new posts from that point forward, it won't affect posts when the feature was turned off.

That would work - but you'd still have to edit the old posts - the converted URLs and UBBCode won't just appear, you'd have to do that query and then edit.

How about something like....

We're trying to diagnose if he still has a real issue with his install and not alter/modifiy anything existing.
