In my new forum (v6.4.2) located at http://forum.riverfolkfestival.org/ubbthreads.php?Cat=

Visitors (who can view but not post) apparently only see the first posting until clicking on "+ Expand" which they likely will not understand.

Registered users (who can view and post) can set the threads to expand to see it all, which they likely will not understand, but this is not the default.

Can I change this default setting in a config to expand all threads by default?

In your theme settings there is one setting that controls this:

Default postlist format. Collapsed (only show main topic with total number of replies. Expanded (Show topics with a threaded list of all replies)

With that being said, the vast majority of sites keep this to collapsed since it really is easier to follow when it's collapsed. THis allows them to see the subject of each individual thread and then click on the thread to see the replies to the thread. Also, on busy/large forums expanding the threads on the postlist page can be much slower do to the number of posts it has to process.

Hi Rick,

I "was" confused.

At my new forum (v6.4.2) located at forum.RiverfolkFestival.org , I have a category "General Discussion" with a forum "News, Updates & General Information."

It appeared that when a visitor/user clicks on "News, Updates & General Information" they only see the first thread/topic unless they click on Index.

The problem was a new user created a new thread as a reply to a previous post. Sorry for the trouble and the slow learning curve.
