UBB.threads 6.5 has a "generic" import utility that can bring in forums, categories, posts, and members from pretty much any database table-based board out there.
At the current time, the we have import specifications for vBulletin 2, Invision 1.3, and our own products.
We'll be releasing new versions of all of our products in the next month or two with some changes to the import system. With this release will come import specs for vBulletin 3, phpBB 2, Snitz, and possibly a few others.

It is possible for users to write their own import specification files, but it isn't too horribly easy. We don't really have much documentation on the process...
(The new import system changes the format of the specification file. The phpBB spec file that we've created for the updated system could not be easily used with the existing import system - there would have to be some pretty big changes.)
