Thread ratings can be turned off in the config settings. You'll also want to change your time offset. Threads doesn't use timezones, rather you just add a +/- number into the timeoffset to adjust the times properly.

Actually I think rick mis-spoke there - user ratings can be disabled. Thread ratings need to be edited out of the template files. There's no on/off switch for those.
