font sizes can be changed in the styles, by editing the CSS. If you're using 6.44 or prior, scroll down to "Styles" and click "Edit Stylesheet". Choose the stylesheet your site is using, then you'll be given a large text field with the contents of your stylesheet. Search for "font-size:" and you'll find the fonts - there will be many instances of it though, so it may take some trial & error to figure out what you want changed.
As for the topic rating, that can't be disabled.
