I would like to setup an account that can make changes under the control panel for:
Forums:
Membership:
but not have access to Master Settings, Display Options, Content Management, or Tools.

No, unfortunately, you're limited to either making them an admin or a moderator. Admins can do everything, Moderators can:
· Approve posts
· Open/Close topics
· Keep/Unkeep Topics
· Move Posts
· Edit Posts
· Delete Posts
· Stick/Unstick Topics
· Edit Members (ban/unban, edit profile, send password)
· Show statistics
· Add users to groups to which the moderator belongs
