Edit configuration settings (VERSION: 6.4.2)

I'm getting the following message at the top of the page:

path/config.inc.php is not writeable, so you will not be able to use this tool until the permissions are changed.

The file appears to be writable. Any ideas on how to fix it?

What are the actual pemissions on the file? If you're on a linux box then the permissions should be 664 and might need to be 666.

This has been working fine until recently. It is a Win 2000 server. The file is not read only. Permission is set to everyone.
