Upgrading error

I am upgrading from 6.4 to 6.5.1.1.
I have replaced all the files but I am still getting file wrong version error.

How can I fix this?

Did you run all the altertables, and the new 6.5 upgrade utility? After that edit your settings in the admin area (to update the config file)?
