I have the left column set to hidden in my preferences page. However, when I access the "portal page" the column is present.

Intentional?

I believe this is entirely intentional; the Portal will be admin configurable (as the admin has set) whereas the portal boxes in the forum are user configurable to be able to be turned off.

I am a Web Development Contractor, I do not work for UBBCentral. I have provided free User to User Support since the beginning of these support forums.
