Is it possible to make one post allways keep at the top of a forum list regardless of whether anyone replies?

I want to have an intro/news closed topic I can update which has more info that would fit in a general header.

There is no such function in the stock-UBB. However, you can make a forum intro which can be found in your forum settings. That may do the trick for you.
