My host is complaining that my board with 340 registered members, and maybe 50 active members is using 12% of the CPU time...!
We average 1000 visits and 38,000 hits per day.
What can I do to reduce the amount of script executation to a minimum....

We have lots of visitors. I changed to registered members only, so now all the visitors are joining and not posting!
No, I don't have Accelerator enabled. Will that help?

The accelerator will help. Make sure you run the test before enabling it.

OK, the accelerator is working... It's gonna be hard to know if it's helping with bandwidth...
The forum doesn't seem any faster, but that's a crappy host...

Trapazoid, perhaps you should look into a new host? A lot of UBBDevers have been going over to http://www.hostnuke.com/ due to the low rates and stability...

What is the typical "cache hit percentage" that should be reported, if there is a typical...?

As you enabled it midway through a month, the cache hit percentage won't be that high for you for a while. During normal operations, you can expect a number around 30-60%.
