If you're using the full version, first re-register. Then FTP to your Members directory and find a file named memberslist.cgi. Open it in ASCII (plain-text), and read it. You will see a list of names; find your name. Your file number is right next to it on the same line. (It should be something like 0000002 - if not, then it will be one of the more recent registrations and will be one of the last numbered files.) Download the corresponding .cgi file for that number in ascii. Then open the file in a text editor. On the fifth line where it says Write, change it to WriteAdmin& (case-sensitive) and on the ninth line where it says Junior Member, change it to Administrator (case-sensitive). Then re-upload the file to your Members directory in ASCII and make sure it has 777 permissions.
The new user will now be an administrator.
