Could someone explain to me what the meaning of this feature is?

I DO want UBB code enabled.

What is "instant code"? I looked in the Admin Faq, the feature is listed but not explained.

The instant UBB Code feature is the buttons that insert the UBB Code in the Full reply forum. If you hit Post Reply instead of using quick reply, you will see the Instant UBB Code block.
