In 6.7.x you'd use "Member Management" to list the members you wish to mail then at the bottom of the search the dropdown has a "email members" option; be sure to click the ration to the left that states "all members in search".
As for making an email list, so long as the "gender" is one of the searchable fields in the member management section then yes, and to make a list you'll just select that you dont wish to email them through the forums on the second page of the "email members" option.
